Thanks so much, btw do you know if you have to join the cult to recruit Phoebe? I did Jaime’s quest but i didn’t recruit her and then when i went to Phoebe she was already gone. Idk if it’s cus I sided with GAIN or anything like that.

In my experience the side you choose doesn’t affect the characters you can recruit (Main characters except Penny since you have to side with Expa, i’m not counting the Expa/Cult/GAIN recruits since those are minor playable characters) and in this case is less likely since Phoebe it’s only recruitable in phase 1 (I think, i’m not the one who made the game XD)
Just like you said, the first time I played I did the Jamie quest but didn’t recruit her, and then I went to the residential zone so I could recruit Phoebe and I could without problems, I did enter her house, spoke with her, leave and re-enter and then this woman whose name I don’t remember threatened to eat Phoebe and her daughters. And yes you maybe know the rest, I think I wrote too much sorry

What I wonder is what happens if you don’t requit Phoebe? Since a ton of other characters appears later in the game if you didn’t requit them and Phoebe is one I always seem to have on my party.
If you don’t recruit her she will side with the Cult and later in the game you will find her as an enemy if you side with GAIN or Expa (I’m not really sure about the Expa thing tho)
Also, if you don’t recruit Jamie and you side with GAIN she will be recruited by the cult instead of Phoebe, and if you don’t recruit neither i’m not really sure what happens but i remember reading somewhere in this thread that the cult will recruit Phoebe over Jamie or something like that, idk they’re both really voracious in my opinion
Is there actually any repercussions to not paying off Charity’s debt like she so threatens? I’ve done an entire other playthrough but i haven’t found anything.
It locks you out of using the Penthouse as a proper base, so you won’t be able to talk with your party members, or do their Phase 2 personal quests.
And it’s also the barrier for recruiting Charity.
But I don’t think the punishment is implemented yet? Haven’t tested it though, been a minute since I started a new playthrough
The punishment is there.
If you rest in the penthouse X number of times without paying, Charity eats you.
Is there a way to get a mayoral pardon if you don’t get it from Charity? I wanna recruit Sheila but i need to pardon T-T
That might be the only way to get the mayoral pardon, but I’m not 100% sure…
You can get a pardon by doing a small quest for an Expa scientists who is standing out in front of the Expa Building, which has you capturing the one of largest feral Fatties in the sewer.
