Retroarch with the SNES9x core is able to load MSU-1 stuff on mobile, so it should be able to run this after applying the patch. If you need to apply the patch on mobile, UniPatcher is a good patcher for android, otherwise there’s a web based patcher that works on iOS: Rom Patcher JS
