IMO why is this forum so inactive compared to places like bbw-chan.link

BBW-chan is more about sharing content, WeightGaming is (supposed to be) more about making content. It’s not permitted to just dump other peoples’ content here without permission, and so it’s less active here because it’s not mostly being fed by people posting/reposting pirated stuff.
Additionally, imageboards are made to churn. The constant drop-off of old threads and bump-locking of those that have existed for a long time encourage the same content to be reposted at a later time. That leads to a sort of artificial activity level due to the reposting. On a forum like this, whatever is posted sticks around until it is manually removed. Thus topics which were previously posted don’t need to be reposted, and simply stay silent in the backlog of old topics - that’s probably why your question was locked, since it’d been covered before in a prior topic.
Whilst extremely tempting to simply say “figure it out yourself “, I would imagine that the reason is it depends on the topic of discussion what engagement it gets. You’re also comparing apples and oranges - it’s like asking why do more people watch football than rugby. They’re both sports and despite superficial differences have fundamental similarities. You can’t realistically compare one forum with another.

As I discussed here I am in the middle of cleaning up and reorganizing some things on the forums, one of them being a fairly large rework to the Dev Advice (formally project help) category. Your post getting locked had nothing to actually do with your post itself, but just part of the clean up as I am forcing all posts in those categories to use the post voting type to make it easier for others referencing the topics to find what responses where useful and what where more or less noise. Due to that I have locked most of the old topics in that category just to ensure there is no confusion why some are that type and others are not.
As to the activity side of things I think it depends on the context. A few things to keep in mind that influence it is:
with bbw-chan is they are an older site then us and cater to a more generalized community so they likely have a much larger user base in general so by sheer numbers you have a better chance of finding one or more people with the information you want.
A large chunk of our user base tends to be more experienced in writing and programing. While we do have some artists on the site WG is still not really well known in art circles (from my interactions) and 3d artists are even more rare so it can be much harder to find some one who can answer your question. This is even more apparent if you compare Dev Advice > Programming to Dev Advice > 3D Modeling for example.
A large number of the users tend to hang out and interact in Project Ideas & Discussion, Projects, and Curated Projects so those areas tend to be more active in general. If you sort by views for example the most popular Projects post has ~1.4 million views but the most popular post in the Dev Advice section only has ~64.8 thousand.
Well the main reason why it’s slow here is because regular forums generally aren’t as big as they used to be. There’s really not a lot of fast, active forums anymore. I mean sure, there’s probably a few, but it’s not like back in the day when everyone and their mothers were on forums chatting about everything.
Anonymous chan sites are a lot faster, people fighting to stay on page 1 at all times, threads getting bumped by every rando with a good/bad opinion on something, people posting about every image they find, etc.
Really just having anonymity alone is enough to give a site a big speed boost since then you don’t have to worry as much about how people might think when you post something (for better or worse).
I think one thing is struggling to find things to say. This is especially troubling for those who want to get their game out there, but don’t know what to say most of the time, especially if they aren’t social.
